Full forms, offices and websites

The addresses are from Annexure XVI of ICMAI's CMA Prospectus 2025 (September 2025 edition), which also gives each council's phone numbers. Each council's email address is its short form at icmai.in: eirc@icmai.in, nirc@icmai.in, sirc@icmai.in and wirc@icmai.in.

ICMAI itself is the statutory body for cost and management accountancy, set up by the Cost and Works Accountants Act, 1959, and it works under the Ministry of Corporate Affairs (ICMAI, History). Its Contact Us page gives its headquarters as CMA Bhawan, Lodhi Road, New Delhi, and a Kolkata office at 12 Sudder Street. For more on the Institute, see our guide to ICMAI and the CMA course.

What a regional council does

Regional councils are set up under Chapter XI of ICMAI's Cost and Works Accountants Regulations, 1959 (as amended up to 25 May 2012). ICMAI's Council constitutes each one by notification, and it works under the Council's control and directions (Regulation 114). A regional council is made up of the Council members from that region and at least six members elected by the Institute's members in the region. It lasts four years (Regulation 121) and elects a Chairman, Vice-Chairman, Secretary and Treasurer every year (Regulation 122).

Under Regulation 116, a regional council advises and assists ICMAI's Council. Among other things, it may:

• keep the register of members and the register of students for its region;
• give routine information to members and to people planning to take the exams;
• arrange coaching for exam candidates at centres in the region, if the Council wants it;
• run study circles and refresher courses, and keep a library and reading room for members;
• run an employment exchange that matches qualified cost accountants with employers;
• organise a student section for registered students.

Every regional council must also set up a Students' Facilities Committee (Regulation 127).

Chapters

Chapters are the local units below the regional councils. ICMAI's Council constitutes them under Regulation 146, and each chapter works under the Council's control "through the Regional Council operating in the area". Under the Cost Accountants' Chapters Bye-laws, 2013, a chapter's functions include organising classes, lectures, seminars and study circles for students and members, keeping a register of its members and students, helping with students' practical training and keeping a database of qualified cost accountants for employment.

What CMA students use them for

ICMAI's CMA Prospectus 2025 gives regional councils and chapters these roles in the CMA course:

• Admission forms. The prospectus and the admission and registration forms are available at regional council offices and chapters (and at accredited institutions), and you can hand in the filled form there. You can also take admission online on ICMAI's student portal, eicmai.in.
• Provisional registration. If you have taken your degree exam and are waiting for the result, you apply for provisional registration to the Intermediate course through your regional council office, chapter or CMA Support Centre, and submit the pass result there within 18 months.
• Oral coaching. Coaching is either postal (e-learning) or oral. For oral coaching you must join a regional council, chapter, recognised oral coaching centre or accredited institution with coaching facilities when you take admission to Foundation, register for Intermediate or enrol for Final. Oral coaching for Foundation, or for one group of Intermediate or Final, runs for 4 months with at least 240 lecture hours per group, and the centre holds an exam in each subject.
• Industry Oriented Training Programme (IOTP). Final students must complete the IOTP before filling in the exam form for both groups together or for their remaining group. Oral coaching students do it at the regional council, chapter or CMA Support Centre they opted for; postal students contact their nearest regional council or chapter.

EIRC: Eastern India Regional Council

EIRC's office is at CMA Bhawan, 84 Harish Mukherjee Road, Kolkata 700 025 (email eirc@icmai.in). This is a different address from ICMAI's own Kolkata office at 12 Sudder Street, the office of the Directorate of Studies, where students from foreign countries send their forms. ICMAI's prospectus groups EIRC's chapters under Assam, Bihar, Jharkhand, Odisha, Tripura and West Bengal.

ICMAI's Eastern India Region list names these 27 chapters (checked 6 October 2026): Agartala, Angul, Asansol, Balasore, Bankura, Bhubaneswar, Bokaro Steel City, Chandrapura, Cuttack, Dhanbad, Duliajan, Durgapur, Guwahati, Hazaribag, Howrah, Jamshedpur, Kharagpur, Muzaffarpur, Naihati-Ichapur, Patna, Patna Saheb, Ranchi, Rourkela, Sambalpur, Serampore-Hooghly, Siliguri-Gangtok and South Odisha.

NIRC: Northern India Regional Council

NIRC's office is at CMA Bhawan, 3 Institutional Area, Lodhi Road, New Delhi 110 003, the same address as ICMAI's headquarters. NIRC's Contact Us page also lists an office at CMA Bhawan, C-42, Sector 62, Noida, and two email addresses: nirc@icmai.in and nirc.students@icmai.in. ICMAI's prospectus groups NIRC's chapters under Chandigarh, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh and Uttarakhand.

ICMAI's Northern India Region list names these 35 chapters (checked 6 October 2026): Agra-Mathura, Ajmer-Bhilwara, Beawar, Bhiwani, Bikaner Jhunjhunu, Chandigarh-Panchkula-Mohali, Dehradun, Faridabad, Ghaziabad, Gorakhpur, Greater Noida, Gurgaon, Hardwar-Rishikesh, Jaipur, Jalandhar, Jammu, Jhansi, Jodhpur, Kanpur, Karnal-Panipat, Kota, Lucknow, Ludhiana, Meerut, Naya Nangal, Noida, Patiala, Prayagraj, Rewari, Saharanpur, Shimla, Sonepat, Srinagar, Udaipur and Varanasi.

NIRC's website has a notice board, its annual reports and a Recorded Classes page that links to NIRC's YouTube channel.

SIRC: Southern India Regional Council

SIRC's office is at CMA Bhawan, 4 Montieth Lane, Egmore, Chennai 600 008 (email sirc@icmai.in). According to SIRC's website, it serves Tamil Nadu, Andhra Pradesh, Telangana, Karnataka, Kerala and the Union Territory of Puducherry through 29 chapters and 26 CMA Support Centres. Bengaluru, Hyderabad, Cochin, Coimbatore, Thrissur and Visakhapatnam are among its chapters.

WIRC: Western India Regional Council

WIRC's office is on the 4th floor of Rohit Chambers, Janmabhoomi Marg, Fort, Mumbai 400 001 (email wirc@icmai.in; WIRC's contact page also gives wirc.admin@icmai.in). WIRC's website says it covers Maharashtra, Madhya Pradesh, Chhattisgarh, Goa and Gujarat and the Union Territory areas of Dadra and Nagar Haveli and Daman and Diu, with 22 chapters.

ICMAI's Western India Region list names the same 22 chapters (checked 6 October 2026): Ahmedabad, Baroda, Bharuch-Ankleshwar, Bhilai, Bhopal, Bilaspur, Chhatrapati Sambhajinagar, Goa, Indore, Kalyan-Ambernath, Kolhapur, Kutch Gandhidham, Nagpur, Nashik, Navi Mumbai, Pimpri-Chinchwad, Pune, Raipur, Solapur, Surat-South Gujarat, Thane and Vapi-Daman-Silvassa.

How to find your nearest chapter

• Find your state or city in the lists above, or open ICMAI's chapter pages for the Eastern, Northern, Southern and Western regions. Each chapter name links to that chapter's own page.
• Annexure XVI of the CMA Prospectus 2025 gives each chapter's phone number and email address, usually in the form city@icmai.in.

SIRC, NIRC, WIRC and EIRC at ICAI and ICSI

The other two accountancy institutes use the same short forms, so check which institute a page or office belongs to:

• ICAI (chartered accountants) gives addresses for five regions on its Regional Councils page: the Southern India Regional Council in Chennai, the Eastern India Regional Council in Kolkata, the Central India Regional Council in Kanpur, the Northern India Regional Council in Delhi and a Western regional office at Bandra Kurla Complex. SIRC of ICAI, for example, is at ICAI Bhawan, 122 Mahatma Gandhi Road, Nungambakkam, Chennai, not at ICMAI's Egmore office.
• ICSI (company secretaries) has four regions, which its organisation structure labels NIRO, EIRO, WIRO and SIRO, each with its own chapters. Its regional councils use the same names: ICSI's Eastern India Regional Council, for example, is at ICSI House, CCGRT Kolkata Campus, Newtown, Kolkata (EIRC of ICSI: Contact Us).
